So many people have left and are leaving Detroit, they're having to bulldoze whole blocks of homes that have been abandoned yet they have the fortitude and vision to still look forward:

Detroit...light rail through the city.. $25 million.
Kansas City...streetcar, 2 miles, $100 million.
I believe the Gov was referencing "...major urban centers...", in which case he was indeed correct; Kansas City certainly doesn't qualify.
