For a proclaimed fiscal conservative, Gov. Brownback has a weird way of showing it. First he rammed through a radical tax plan that has been called the worst tax plan in America (http://bit.ly/1bkytN1) and now he's proposing a two-year budget with a $457 million deficit in an attempt to trick voters into thinking he supports education.
